              WASHINGTON — President Biden said on Friday the United States has intelligence showing that President Vladimir V. Putin of Russia has made a final decision to invade Ukraine, rejecting the final efforts of diplomacy.

              “We have reason to believe the Russian forces are planning to, intend to, attack Ukraine in the coming week, in the coming days,” Mr. Biden said in the Roosevelt Room at the White House. “We believe that they will target Ukraine’s capital Kyiv, a city of 2.8 million innocent people.”

              Asked whether he thinks that Mr. Putin is still wavering about whether to invade, Mr. Biden said: “I’m convinced he’s made the decision.” Later he added that his impression of Mr. Putin’s intentions is based on U.S. intelligence.

              The president’s comments, the second in three days, are the clearest indications of just how close the world may be to a catastrophic conflict in Europe. Previously, the president and his top national security aides have said they did not know whether Mr. Putin had made a final decision to follow through with his threat of an invasion.

              Still, Mr. Biden implored Russia to “choose diplomacy.”

              “It is not too late to de escalate and return to the negotiating table,” Mr. Biden said, referring to planned talks between Secretary of State Antony J. Blinken and Russia’s foreign minister have agreed to talks next Wednesday. “If Russia takes military action before that day, it will be clear that they have slammed the door shut on diplomacy.”

              Mr. Biden was more direct on Friday about his belief that war between Russia and Ukraine may be inevitable. But he also vowed that the United States and its allies are united behind imposing severe economic sanctions if Russia’s forces cross Ukraine’s borders.

              The president spoke after he held another round of urgent, virtual talks with European leaders on Friday afternoon.

              Tension in the region escalated as Russian-backed separatists in eastern Ukraine called for a mass evacuation of the area on Friday, claiming Ukraine was about to attack, a dire development that Western officials denounced as Russia’s latest attempt to create a pretext for President Vladimir V. Putin to send tens of thousand of troops into Ukraine.

              Senior American officials also said for the first time that they believe Russia was responsible for cyberattacks on Ukrainian banks this week. And they warned that they are bracing for possible cyberattacks by Russia on American targets if the United States and its allies impose tough sanctions on Russia.

              Mr. Biden’s remarks follow a new assessment by American officials based in Europe that Russia has as many as 190,000 troops massed at the Ukrainian border and inside two pro-Moscow separatist regions — Donetsk and Luhansk.

              Mr. Biden said just days ago that 150,000 Russian troops were ready to participate in an invasion. Friday’s assessment by the U.S. mission to the Organization for Security and Co-operation in Europe indicated that the larger number includes military troops and other Russian-led or backed forces.

              As unverified reports of Ukrainian attacks and acts of sabotage in the separatist regions filled Russian state media, Ukraine’s military intelligence warned on Friday night that Russian forces had mined “social infrastructure facilities in Donetsk.” The mines were part of an effort, the defense ministry said, to stage a false-flag attack and “create grounds for accusing Ukraine of terrorist attacks.”

              Mr. Biden and the allies have warned for days that they believe Mr. Putin is prepared to stage fake attacks that could be used to justify an invasion. Mr. Putin insisted on Friday that he was prepared for further diplomacy, but Russian officials said the country’s military will conduct drills over the weekend that include the launch of ballistic and cruise missiles. The test of the country’s nuclear forces added to the sense of foreboding in the region.

              “We are ready to go on the negotiating track under the condition that all questions will be considered together, without being separated from Russia’s main proposals,” Mr. Putin said in a news conference alongside his close ally President Aleksandr G. Lukashenko of Belarus, who was visiting Moscow.

                The Russian-led breakaway regions of eastern Ukraine mobilized able-bodied men against what they said was an imminent attack by Kyiv, as shelling across the front line intensified, killing two Ukrainian soldiers.



                Kyiv dismissed the call-up and moves to evacuate civilian residents of Russian-held Donetsk and Luhansk areas to Russia as a provocation. The escalation followed Western warnings that Moscow is about to launch an all-out invasion of Ukraine.

                “It’s a fake mobilization in response to a fake threat,” said Ukrainian Interior Minister Denys Monastyrskiy, who came under shelling near the front line on Saturday. “What they are trying to do is to create panic and fear, also on our side and among our people.”

                Russian-installed authorities in Donetsk and Luhansk on Friday night instructed the areas’ women, children and elderly to leave for Russia, organizing convoys of buses. On Saturday, Denis Pushilin, head of the self-proclaimed Donetsk People’s Republic, ordered the general mobilization of men between 18 and 55 years old, including reservists, telling them to report to enlistment offices. Men of that age were banned from leaving the enclave.

                “I appeal to all the men of the Republic, who are able to hold weapons in their hands, to stand up for their families, their children, wives, mothers,” Mr. Pushilin said in a televised address. Russian-installed authorities in Luhansk announced a similar decision.

                Ukraine denies it has any plans to recapture by force the parts of Donetsk and Luhansk that Russian-backed forces seized in e2014. President Biden has said that he expected his Russian counterpart, Vladimir Putin, to invade Ukraine in the coming days, with targets including the Ukrainian capital.

                  As the U.S. warned of an imminent Russian invasion of neighboring Ukraine, President Biden agreed in principle to meet his Russian counterpart, Vladimir Putin, provided that Russia pulls back from a potential attack of its smaller neighbor.

                  President Biden’s decision came during a discussion with French President Emmanuel Macron, who made a flurry of calls seeking a diplomatic solution to the crisis. In the call with his American counterpart, Mr. Macron proposed a summit between Presidents Biden and Putin and then a meeting with other governments on security and strategic stability in Europe, the French president’s office said in a statement. Mr. Biden and Mr. Putin have accepted the principle of such a summit, Mr. Macron’s office said.


                  The White House confirmed that President Biden had accepted in principle a meeting with President Putin, provided that Russia doesn’t invade Ukraine.

                  “We are always ready for diplomacy,” press secretary Jen Psaki said in a statement. “We are also ready to impose swift and severe consequences should Russia instead choose war. And currently, Russia appears to be continuing preparations for a full-scale assault on Ukraine very soon.”

                  Another White House official stressed that the summit would only happen if Russia doesn’t invade Ukraine and that a meeting between U.S. Secretary of State Antony Blinken and his Russian counterpart, Foreign Minister Sergei Lavrov, would come first. The official said that the timing and the format of any summit are yet to be determined, calling it “completely notional.” It will be discussed more by Mr. Blinken and Mr. Lavrov if the invasion hasn’t started by their scheduled meeting, according to the White House official.

                  Earlier, Belarus said Russia would extend its military drills with Belarus near Ukraine’s borders involving some 30,000 troops. The exercises had been scheduled to wind down over the weekend, but Belarus said Sunday they would continue indefinitely after Russian-backed forces accused Ukraine of shelling civilian areas in territories they control. Western officials have backed Kyiv’s assertion that the claims are part of a false-flag operation aimed at justifying a Russian-led attack.

                  STANYTSIA LUHANSKA, Ukraine — People pass the bare-bones checkpoint dragging wheeled suitcases along the muddy pavement, crossing one of the starkest political divides in Europe today.

                  In pale winter sunshine on Sunday afternoon, Gleb Yegorov, 17, made his way into Ukraine after navigating a half-mile buffer zone and then crossing a pedestrian bridge strung over a ravine. Artillery boomed in the distance.

                  Behind him was the Russian-backed separatist enclave known as the Luhansk People’s Republic, which he said he was fleeing to avoid the draft. He barely made it out, he said, after an eight-hour interrogation on the separatist side of the crossing, and would never go back.

                  “There’s no future for me there,” he said. “They send boys to the front and don’t think about it if they die.”

                  For years, the Luhansk People’s Republic and its fellow breakaway Ukrainian enclave, the Donetsk People’s Republic, were largely ignored. They were just two odd little political entities, Stalinist throwbacks with internal politics too esoteric to merit much attention from the outside world.

                  But now that the biggest war in Europe in decades may hinge on them, it sometimes seems as if Luhansk and Donetsk are all anyone is thinking about.

                  With Ukraine surrounded by Russian forces, Western governments warn that Moscow may use the two Russian-backed republics as the stage for a “false flag” attack on ethnic Russian civilians — and then cite it as justification when they storm across the border.

                  Or, more accurately, the jewKranian puppet-ZOG regime will continue to murder Russians wanting to be free of Globohomo ZOG and make it necessary for them to declare their independence which the Russians and Putin will recognize.

                    MOSCOW — President Vladimir V. Putin on Monday delivered an emotional and aggrieved address laying claim to all of Ukraine as a country “created by Russia,” recognizing the independence of two Russia-backed territories in eastern Ukraine and threatening the government of Ukraine that the bloodshed could continue.

                    The White House responded by saying that President Biden would begin imposing limited economic sanctions on the two separatist regions, stopping short of imposing any penalties directly on Russia for now but vowing that more would come. Leaders of the European Union also condemned Putin’s move and said they would impose sanctions on those involved.

                    Immediately after the speech, state television showed Mr. Putin at the Kremlin signing decrees recognizing the so-called Donetsk and Luhansk People’s Republics, which were created after Russia fomented a separatist war in eastern Ukraine in 2014. Mr. Putin also signed “friendship and mutual assistance” treaties, raising the possibility that Russia could move some of the forces it has built up around Ukraine’s borders into those territories.

                    Mr. Putin’s speech laid out such a broad case against Ukraine — describing its pro-Western government as a dire threat to Russia and to Russians — that he appeared to be laying the groundwork to take action beyond simply recognizing two small breakaway republics.

                    “As for those who captured and are holding on to power in Kyiv: We demand that they immediately cease military action,” Mr. Putin said at the end of his nearly hourlong speech, referring to the Ukrainian capital. “If not, the complete responsibility for the possibility of a continuation of bloodshed will be fully and wholly on the conscience of the regime ruling the territory of Ukraine.”

                    It was a thinly veiled threat against the government of President Volodymyr Zelensky, which denies responsibility for the escalating shelling on the front line between Ukrainian forces and Russia-backed separatists in recent days. Russian state television has broadcast extensive reports claiming that Ukraine is preparing an offensive against the separatist territories — claims that Kyiv denies.

                    By seeking to redraw the post-Cold War boundaries of Europe and force Ukraine back into Moscow’s orbit, Mr. Putin is attempting nothing less than to upend the security structure that has helped maintain an uneasy peace on the continent for the past three decades.

                    Mr. Putin’s speech began with an extensive recitation of his historical grievances, starting with claims that Ukraine owes its statehood to the Soviet Union.

                    “Modern-day Ukraine was in full and in whole created by Russia, Bolshevik, Communist Russia to be precise,” he said.

                    Not only was Ukraine rejecting its shared past with Russia, he said, but it was enabling American ambitions of weakening Russia by aspiring to membership in the NATO alliance.

                    “Why was it necessary to make an enemy out of us?” Mr. Putin said, repeating his long-held grievances about NATO’s eastward expansion. “They didn’t want such a large, independent country as Russia. In this lies the answer to all questions.”

                    Beyond his intensive history lesson — which would be disputed by many Ukrainians, who see themselves as a separate country with their own identity — the Russian president said little about his next steps. And he did not address the fact that the separatist “people’s republics” claim about three times as much territory as they currently control.

                    Some analysts have speculated that Mr. Putin could use Russian troops to capture more Ukrainian territory on behalf of those republics. But his veiled threat against Kyiv appeared to signal that he was prepared to threaten Mr. Zelensky’s government directly — a scenario that American officials have said is a possibility given the size of Mr. Putin’s troop buildup to Ukraine’s north, east and south.

                      Barely one-third of Americans approve of the way President Biden is handling the threat of a Russian invasion of Ukraine, according to a new poll released days after Vladimir Putin ordered “peacekeeping” forces to two breakaway regions of the former Soviet republic.

                      The Gallup survey found that only 36 percent of Americans back the president’s response to the “situation with Russia” while 55 percent disapproved.

                      Fewer than two-thirds of Democrats (64 percent) support Biden’s handling of the matter while 35 percent of independents approve of his efforts. Only 11 percent of Republicans offered the same support.

                      By contrast, the survey found that 86 percent of Republican respondents disapprove of Biden’s actions in response to tensions with Russia, while 53 percent of independents and 31 percent of Democrats felt similarly.

                      The poll was released one day after Biden announced what he called the “first tranche” of sanctions targeting Russian banks and the elite class, and two days after Putin recognized the self-declared pro-Russia Donetsk People’s Republic (DPR) and Luhansk People’s Republic (LPR) as independent states with claims on Ukraine-held territory — stoking fears of a large-scale invasion.

                      Russian tanks and other military hardware have been spotted on consecutive nights on the outskirts of the city of Donetsk, which is located inside DPR-held territory.

                      “Russia’s long-previewed invasion of Ukraine has begun and so has our response,” deputy national security adviser Daleep Singh told reporters during Tuesday’s White House press briefing.

                      “Let me be totally clear: No Russian financial institution is safe if the invasion proceeds,” Singh added. “We are ready to press a button to take action on the two largest Russian financial institutions, which collectively hold almost $750 billion in assets, or more than half of the total in the Russian banking system.”

                      Poll respondents gave Biden an overall approval rating of 41 percent, with 55 percent disapproving and 4 percent saying they had no opinion.

                      The survey also found that only 47 percent of Americans approve of the way Biden is handling the COVID-19 pandemic, compared to 52 percent who disapprove.

                      On the economy, only 37 percent of respondents said they approve of Biden’s policies, with a massive 62 percent saying they disapprove.

                      Just 40 percent of respondents said they approve of the president’s handling of foreign affairs, while 56 percent disapprove — a complete reversal of the poll’s numbers.

                          Russian troops and tanks pushed into Ukraine and airstrikes hit the country’s capital and more than a dozen other cities early Thursday after President Vladimir Putin said he ordered a military operation to “demilitarize and de-Nazify Ukraine” and bring its leaders to trial.

                          Ukrainian officials said an initial wave of strikes targeted military installations, airfields and government facilities across the country, as well as border force installations. Ukraine’s border service said its troops came under attack all along the country’s frontiers with Russia and Belarus.

                          Video posted online by the border service showed columns of Russian tanks and armored personnel carriers moving into southern Ukraine, while in Kharkiv, eastern Ukraine’s largest city, residents said a large fire was visible after what appeared to be a hit at a weapons depot.

                          Heavy shelling targeted the city of Mariupol on the Azov sea. Air-raid sirens sounded in Kyiv after 7 a.m. and the city’s airport came under attack. Ukraine’s military said it shot down five Russian warplanes and one helicopter. Russia denied any of its aircraft were hit.

                          In a televised early-morning address, Ukraine’s president, Volodymyr Zelensky, called on citizens to remain calm. “We are working, our army is working,” he said. “Don’t panic, we are strong, we are ready for anything, we will overcome.”

                          Mr. Zelensky said he had ordered the introduction of martial law across Ukraine and had spoken with President Biden about the attack.

                          Ukraine’s defense minister, Oleksii Reznikov, said the government was arming citizens who had joined territorial defense forces in their hometowns. “Ukraine is entering a state of total defense,” he said in a message on social media. “Death to Russian occupiers!”

                          Kyiv didn’t immediately offer any official estimate of casualties. But a senior Ukrainian official said he believed hundreds of Ukrainian soldiers had died in Russian airstrikes and missile attacks that began at 5 a.m. local time.

                          Russia’s Defense Ministry said it had only targeted military installations and hadn’t attacked cities or civilian populations, according to Russian state news agency RIA Novosti.

                          Mr. Biden called Mr. Putin’s move an unprovoked, unjustified attack in Ukraine, pledging further action against Russia. “President Putin has chosen a premeditated war that will bring a catastrophic loss of life and human suffering,” he said in a statement.

                          All this unnecessary ZOGshit could have been avoided by simply keeping the deals made to not bring in missiles or expand NATO made in the early 1990s and then simply not killing Russians who were stuck in the Russian areas of the jewkraine. ZOG crowds the Russians then whines when the Russians do exactly what they said that they would if ZOG wouldn't stop.

                          Mr. Putin justified his actions by saying he was answering appeals for help from leaders of two Russian-controlled breakaway regions of Donetsk and Luhansk, which he recognized as independent this week.

                          Mr. Putin said that his plans didn’t include the occupation of Ukraine, military activity all along Ukraine’s borders suggested otherwise. He called on Ukrainian soldiers to lay down their weapons and go home.

                          As Mr. Putin announced the invasion of Ukraine, the United Nations Security Council met to discuss the crisis, with diplomats agreeing to vote on a resolution against Russia on Thursday, but Moscow was unlikely to face any consequences because it holds a veto as a permanent member of the council.

                          The calls for a U.N. resolution came at an emergency late-night council meeting that started with calls for restraint and peace—but shifted after Russia’s ambassador to the U.N., Vasily Nebenzya, read from Mr. Putin’s statement about the commencement of military operations in Ukraine.

                          Ukraine’s ambassador to the U.N., Sergiy Kyslytsya, called on Mr. Nebenzya to assure the council there wouldn’t be a widespread war across Ukraine.

                          “The Russian Federation ought to relinquish responsibilities of the president of the Security Council, pass these responsibilities on to a legitimate member,” Mr. Kyslytsya said. “There is no purgatory for war criminals—they go straight to hell, ambassador.”

                          Hours earlier, Mr. Zelensky, the Ukrainian leader, made a Russian-language appeal to Russian citizens, saying his nation posed no threat to Russia and that responsibility for unleashing a conflict that could cause tens of thousands of deaths would lay squarely with Mr. Putin.

                          “They say that we are Nazis. But how can a people who sacrificed more than eight million people for the victory over Nazism be Nazi? How can I be a Nazi?” he said. “Tell that to my grandfather who spent the whole war in the Soviet army and died as a colonel in a free Ukraine.”

                          On the streets in Kyiv on Thursday morning, there were no obvious signs of panic, despite the wail of air-raid sirens and the thud of distant explosions. Some residents strolled while others were walking hurriedly with bags and rucksacks in the predawn darkness.

                          Lines of automobiles formed at gas stations along a boulevard leading westward out of Kyiv in the direction of Lviv, a city near the Polish border. Outside the Russian Embassy, Ukrainian police guarding the property said personnel had been leaving gradually and that the last of them departed in several cars at about 8 p.m. Wednesday night.

                          A flower and coffee shop next to the embassy opened on schedule at 7 a.m. “We expect this day to be like every other—people don’t cancel birthdays or funerals,” said Anya, 24, who opened the store. She declined to give her last name. “And flowers always lift the mood.” She said she awoke before dark to open the store after the attack had started and took a bus to work with other sleepy commuters.

                          Ukrainian airspace was closed to all civilian aircraft, according to Eurocontrol, which manages European air traffic. A formal notice to pilots and operators has been sent warning of the “potential hazard for civil aviation.”

                          Ukrainian lawmakers passed emergency legislation on Wednesday to allow Kyiv to prepare for a Russian attack, with Mr. Zelensky’s political rivals putting their grievances aside and closing ranks in the name of defending Ukraine’s independence.

                          “Ukraine above all. As long as the risk of invasion remains, we are taking a moratorium on anything that undermines national unity,” former President Petro Poroshenko, Mr. Zelensky’s main rival, said in an interview. “The Ukrainian people are showing unity, the Ukrainian society is showing unity, Ukraine’s responsible statesmen are demonstrating unity.”

                          Mr. Zelensky had held off on mobilizing troops and other overt preparations for weeks, fearing that a panic would torpedo Ukraine’s already-battered economy. He changed his approach after Mr. Putin recognized the independence of the two Russian-backed statelets in eastern Ukraine’s Donbas region and made a grievance-laden speech that questioned Ukraine’s right to exist as a sovereign nation.

                          In Washington, U.S. lawmakers from both parties quickly called for increasing sanctions and boosting NATO defenses in response to Russia’s military action in Ukraine.

                          Sen. Mark Warner (D., Va.), the chairman of the Senate Intelligence Committee, said Mr. Putin had brought decades of general peace to an end with his illegal invasion. Mr. Warner said it was time to ramp up “the pain level” of sanctions and bolster NATO allies’ defenses.

                          “While there is still an opportunity for Russia to reverse course, we can no longer hold out hope that this standoff will be resolved peacefully,” Mr. Warner said. “Therefore, we must all, on both sides of the aisle and both sides of the Atlantic, work together to demonstrate to Putin that this aggression will not be allowed to go unpunished.”

                          Sen. Kevin Cramer (R., N.D.), a member of the Senate Armed Services Committee, said sanctions were needed months ago to ward off an invasion, but now, “we must implement strong, primary and secondary sanctions immediately.”

                            Russian troops pushing through the exclusion zone around the former Chernobyl nuclear plant north of Kyiv captured the plant itself, according to Mykhailo Podolyak, an adviser to the Ukrainian president’s office.

                            The power plant, scene of the worst nuclear accident in history, could hardly be considered a valuable asset. In the years following the 1986 explosion and fire that destroyed the plant’s Unit 4 reactor, the remaining three reactors were all shut down. The plant hasn’t produced electricity in more than two decades, and much of the equipment has been removed.

                            What remains, however, is a lot of nuclear waste, and the plant’s capture is raising concerns about nuclear safety. More than 20,000 highly radioactive fuel assemblies that were removed from the undamaged reactors were slowly being transferred from a facility where they have been stored under water to a long-term dry-storage site that opened in late 2020. There are several other storage facilities at the site as well, for less dangerous and shorter-lived waste.

                            The danger with fighting around any of these facilities is that if they are damaged by a shell or other explosive, radioactive material could escape.

                            But the biggest concern would be fighting that affected the lethal remains of Unit 4 itself. Radioactive particles from an estimated five tons of the reactor’s fuel were carried into the air during the 1986 explosion and fire, spreading contamination around Europe. But about 200 tons of fuel remain at the bottom of the destroyed reactor, and it is relatively unprotected.

                            Following the accident, a concrete shelter, known as the sarcophagus, was hastily built to contain the radiation from that fuel. But over time the sarcophagus deteriorated, becoming unstable, and the aging fuel began to crumble.

                            Fearing that the sarcophagus might collapse and spew radioactive dust into the air — potentially repeating the widespread contamination of 1986 — more than two dozen nations financed the construction of an arch-shaped steel building that was moved into place over the sarcophagus in 2016. A license to begin dismantling the sarcophagus and safely disposing of the fuel and other radioactive material was granted by Ukrainian authorities last year. The process is expected to take decades.

                            Since the arch was only built for peacetime, any fighting that breached it or, worse, caused the sarcophagus within to collapse, could potentially lead to the kind of disaster the arch was built to prevent.

                            The sight of these Russian military vehicles around the burnt-out reactor site shows why nuclear power plants are simply nuclear weapons just laying around to be destroyed by any military conqueror who takes over the area. Thus if Russia wants to kick back and shell the steel and concrete reactor site and kick up 200 tons of nuclear fuel then they can do so.

                            Likewise with the North Perry Nuclear Power Plant.
