That fact is pretty much genetically determined. Blacks are perhaps 10% of the total US population, and very concentrated in just a few areas (the 'black belt' of the South, and urban areas).

On the other hand, Puerto Rico, starting from a 50-50 black/white mix -- and thorough miscegenation -- resulted in the darker skin tones of Puerto Ricans today. The 'Hispanic' look they have. Whites will likely continue a prejudice against black skin tone here in the US, on a scale greater than Latin America (where the mestizo look is fairly acceptable, even if it has social consequences). Thus, with only 10% blacks to begin with, and lots of prejudice -- they won't amount to more than a ring on the bathtub when the Jew inspired race mixing settles.
